Will it always get under 100 KB?
Almost always. If an image can’t fit without falling below readable quality, you get the smallest version it can make and its exact size, never a silent miss.
Does it change the dimensions?
Only when quality would drop too far. Turn off “Shrink dimensions if needed” to keep every pixel; the result then tells you the smallest size it reached.
Is 100 KB counted as 100,000 bytes?
Yes. Targets use 1 KB = 1,000 bytes, so results also pass limits that count 1 KB as 1,024 bytes.
